Delegate Akers moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 4755 – “A bill to amend and reenact §61-11-18 of the Code of West Virginia, 1931, as amended, relating to qualifying offenses for purposes of recidivism punishment; and adding aggravated vehicular homicide, driving under the influence causing serious bodily injury, third offense driving under the influence, and obstructing causing death as qualifying offenses for enhanced sentencing of a repeat offender; and creating criminal penalties.”
